Received texts from this number asking us to do work on a house that is on the market, saying he is buying it. House has no offers, and he wants to pay with a credit card up front so we can begin work asap.

I recently received an email from someone claiming his name was James King who gave me this same number. Wanted some graphic design work and wanted to pay with a credit card but wanted a favor. A red flag went up immediately. After speaking with the US Secret Service I was advised that this is a definite scam and to cease all communication at once. I hope you were able to disengage quickly.
