This guy keeps callling. He asks for one of the people in the house. He has an accent. He hangs up when I ask who is calling -- I am always polite. I called this number and all it says is "your call cannot be completed as dialed." I am calling it with the 1 as it appears.

Leave the call alone entirely, you'll gain nothing by returning it and leave your door open for more junk calls. Expect most unknown numbers appearing on your ID to be fake to keep the caller's locations unknown.
