That's interesting. The Indian Scammers are really trying to sharpen up their game. The fool still gave himself away, in many ways, but I can see how many naïve people might fall for the Scam.
A county Sheriff would NEVER have anything to do with an IRS matter. He wouldn't be leaving a message to call a 202 area code either. The desperation shown by this Scammer is impressive though. He obviously has done some home work. He knew your name & he impersonated a local LEO. This leads me to believe that he would have tried to Scam you for a considerable amount of money.
People simply need to know that the IRS does NOT make threats of arrest by 'phone, does NOT work with local law enforcement to collect back taxes & does NOT make threats of lawsuits. The IRS does NOT make initial contact with anyone by 'phone & NEVER demands immediate payment in any way in ANY form. Particularly NOT by pre-paid card or credit card!
Be Safe. Be Aware.

This is a message for <my real name>. <My name>, this is Officer Lee Chandler and I am calling you from the Gwinnett County  Sheriff's Office with Badge ID 4927.  <My name>, we were trying to get a hold of you, because we have received a case and complaint against you, from an Officer by the name Thomas O'Brien who is working with the Internal Revenue Service.....so I want you to step down to your nearest police department and surrender yourself or else speak with Officer Thomas O'Brien... Please call 202-754-8239 and you can see what's going on...MAKE SURE <my name>, you get in touch with this officer as soon as possible, and resolve this matter before you will be get arrested....

NOTE: I think I am able to make out the thick Indian accent of the caller.

Give the Gwinnett County sheriff a call on their non-emergency line.  Let them know their name is brig used in a SCAM.
