I have gotten this call twice on my cell phone. I ignore it, then call the number back, only to be that 'this number is not in service.

I think Andrea is correct. Several of the outgoing phone lines from St. John's show up as this number on caller ID -- I think that many business with multiple phone lines have a single "outgoing" caller ID number.
