It's from Bureau of Collection Recovery. I've been contacting them today and although I have no account with them, they are trying to reach someone else who gave my number as a contact number! argh!! & they use multiple, multiple different numbers. But when I email them, they responded promptly.

They call the main number here at the reception desk every day at least twice a day and either hang up or if they do ask for someone I can't tell what they are saying because it is obviously an international call center with static and non-native english speakers that is masquerading as a legitimate local number. I don't really care who they are- this is against the law!. You can't just cover up your real number and make it look local.
