I called the number back and was greeted with a static-filled recording to the effect of "This is Julie with Reward Redemption, we have a special rebate card offer. We received your contact information because you visited one of our affiliated websites. Press 1 for your rebate card, or 2 to be placed on our do-not-call list." Obviously I pressed 2. I did sign up with several online paid survey sites yesterday. No idea which one handed out my phone #.
