Left no message as usual

How do these pests get unlisted numbers. They call and never leave a
message.  There are many ill people who  do not want to take these
solicitor calls. Having an unlisted number does not work. Surely someone
in our government should do  something to stop these people.
Has anyone had any luck in this regard ??

Called and sixe he looked up my co.pany on Google+ and saw no reviews about us.

Well I dig graves for 2 cemeteries. And trenches for our utility companies.
