Just to confirm; this turned out to be a legit phone number used by Commonwealth Financial which is a medical/financial firm.

If it is a medical/financial firm I would think leaving a message would be the thing to do. I don't return calls like this if there's no message left, because if they don't then it must not have been important in the first place.
