Calls constantly and today it started at 8 am well I bought a whistle after the 3rd call today I used the whistle haven' t received another call since

Total scam.  Originates in either India or Pakistan.   Block and ignore.   DO NOT RETURN THE CALL!

IRS does not initiate contacts by phone.  US mail only.   IRS does not file lawsuits.  IRS has enough administrative authority under the IRS Code and related regulations to collect all taxes lawfully due the federal government.     Court action, if any is handled by the DOJ and all parties are entitled to legal assistance if it is a criminal matter.  But--tax disputes are for the most part civil matters.  90% of all IRS tax disputes are settled administratively.  IRS has absolutely no authority to call on local law enforcement for anything. Local law is never involved in IRS tax disputes. IRS does not threaten to involve local law enforcement or to arrest you for nonpayment of federal taxes.  IRS has no powers of arrest.    If LE is necessary, US Marshals do the job.  IRS does not cold call anyone and demand immediate payment of  money.  IRS does not ask for financial information over the phone.   IRS does not accept Green card money paks for payment in any case.  No one is prosecuted for ordinary tax disputes. IRS has absolutely no authority over anyone's professional license. Professional licensing is handled by state governments.  Yes, levies on property to satisfy an existing tax obligation do occur, but only after a very long period of negotiation. And yes, liens are placed on individuals but  usually after a lot of negotiation and a failure to reach a settlement.    All determinations of tax liability are subject to appeals.  All  contacts by the IRS are initiated by US mail.

Call blocker might be of some help.  Also don't pick up on numbers you do not recognize, or where there are caller IDs that seem odd.  Or where there is no caller ID.  There’s  no way to stop the calls from being initiated.

Why are you answering at all?  There are something like 50 documented reasons why whistles don't work or backfire.  There are more effective ways to stop the calls.  The only thing that keeps this urban legend alive is someone like you wants Revenge, and the remedy you seek is based on a desire to strike out at someone, to hurt them as much as possible.  What does that say about you?  This is a twisted sort of anger, tainted with a passive-aggressive streak.  Of all the things you could do to stop the calls, you choose the one that satisfies your anger, not solves your problem.

So you went out, bought a piece of hardware to be used (in your fantasy) to hurt another human being and you are happy and proud about that?  Who does that?  Would you teach a Child to be as proud of that as you are?  Where does that take you and where does that stop?  Think about that for a minute.  Witness the results of that level of thinking in the headlines from the past few days.  Someone is angry and wants IT to stop.  You should freeze cold and reflect on that.  What about you neighbor who wants YOUR Whistle to Stop?  Feeling a chill yet?

It is a coincidence that you did not get another call today.  There are plenty of cold call scammers and they don't share info about "Vicki with the Whistle - She should be left alone".  The people running the scams are not the ones calling.  You have not done an iota of good for yourself or the world.  But, doing good was not your intention, there is a part of you that wants the calls to continue so you can "punish them".  It's nice to be Queen.

You will be on to boat horns, that is the next step.  That the scammers usually have noise canceling head-phones, and in any case a standard handset can't handle the dynamic range of even whistles, that won't matter to you.  You want to inflict maximum damage.  You'd send lightening down the wire in a heart-beat.  No, I bet "maimed" is more to your taste.  The funny thing about this level of hate, it tends to come back on you.  You are more apt to hurt your own hearing.  What is next?  When the horn doesn't work.  Whistle to the Horn to Siren?  The thought of you as you run out of choices for "acceptable" violence to a voice on the phone - THAT is a thought that freezes my blood.  You frighten me.

I have no love for cold callers, and less so for scammers.  My thoughts, my actions and my Works, are well documented on this site.  What I see is that your remedy, your cure, has side effects.  You have an attitude that hurts you, diminishes you as a person and brings offences into this World.  The World deserves better.  I hope you see that you deserve better as well.
