I just received a call from this number saying she was from Michigan Dept of Natural Resources and could I answer some questions.  I said I couldn't talk now and hung up.

I am pretty sure it's some sort is debt collector that uses a local "dummy" phone line to call you and it records if you answer the phone or not. So if you keep avoiding a debt collector and ignoring their calls they will use this service to see if you are really answering your phone or just ignoring them.
