NO it is not DTE, I got a phone call from this number and they left, what sounded like, a very important call from DTE. When I phoned the 860 number they left, it sounded like DTE's recording but you could hear these loud click in between. I hung up and phoned DTE myself and they don't know these numbers and they asked I report them to the police.

I just blocked it. Got a call, msg said it was from DTE, DTE says (800-477-4747) that they didn't call.
