The call is from a career service.

It is an automated annoying machine.

Scam call.  Called the number back and got some machine playing a macro of a guy saying "uh, you there?" Several times, and then transfers you to an automate service claiming to be a career service that I had contacted.  Which I've never done.

Buy a good call blocker then block the area code
