Multiple calls from this number but no person on line nor message.

Many calls from this person. All wanting donations.

Calls daily asking for donations. Each time we tell him to stop calling, but he just calls back. We are seniors on a fixed income and don't have extra money to give to strangers.

You've got to realize you're not talking to a cop.  You're talking to a professional telemarketer who works on commission.  I always tell the caller, "When those lazy bums stop writing me no-good tickets maybe I'll have some money to send them."  Click.
