Do you have any loans with Delbert Financial, Western Sky, Cash Call or another high interest loan company?  If so it is a collection attempt.  Delbert uses all kinds of different ruses to get in touch of people most of which border on harassment.  If you do have a loan with one of these companies talk to your Attorney General's office about usury (excessive interest rates) laws.  Some states have deemed these loans void and require no payment or payment of the principal only.
