Just another robocall. They probably started programming "OIP CALL" because savvy businesses are beginning to block things that say "VOIP CALL."
If you don't recognize the number, or the panel shows a weird or nondescript name, pick up and mute the call. If it disconnects after about 15-20 seconds, you can figure it was probably a voice-activated robocall. Supposedly, being silent so the caller's computer disconnects, should also send a signal to the caller's computer that your number is not operational. It sends an error code. The only problem is, they cycle through spoofed numbers hourly -- so sending the error code back to their machine seemingly does little other than causes the came robocalls to come from new numbers. I don't know. We get 10 - 50 of these blasted things daily.
