Just got a call from 718-351-9970, I picked up but said nothing, and they immediately dropped the line.

About 10 seconds later, I got a call from 718-984-9970 (note - same area code and last 4 digits, but different exchange)
- same thing, no response - dropped line immediately on my silence.

Called both numbers back from a different line (just to give additional info here), both gave 'busy' signal.

I got the same two numbers calling me one day apart. They came in on caller ID as being Verizon. I doubt they are, but wonder if Verizon would go after them for misrepresentation if they knew that their name was being used to solicit people to answer their phones.
