It's Optimum (Cablevision).

As the other commenters state, it is Cablevision (Optimum Cablevision ... Bronx, Long Island).

The caller I.D. says, "Bartow Call Center".

They are calling either with a so-called "special offer" to upgrade (and pay more money to them), or, if you are delayed in paying your cable bill, they're calling to get you to pay up.

Received a call from 718-860-3513 on 7/26/2013 at 1:10pm EDT. Caller ID displayed "Bartow Call Cen". Did not answer and the caller left an automated voice message claiming to be from Optimum (Cablevision) and saying that they have an important message for me and that I should call them back at 866-542-6317 by July 28th.

I then called the Cablevision customer service number from my statement and asked the representitive to remove me from all marketing phone calls. The representitive told me that there was a special number to handle that request. I asked the representitive to transfer me and stay on the line to monitor the call. She did so and we then both heard an automated system prompt for my phone number which she entered for me. The automated system then announced that it would take up to 30 days to be removed from the marketing call list.

In the last 2 months I have received marketing calls from at least 8 different numbers belonging to Optimum/Cablevision. Hopefully the calls will now stop.
