Caller id New York ,NY. vm picked up , but no message left.

I spoke at length with a phone representative who offered to lower my credit card interest rates to 6% and confirmed he had access to my credit card balance.  I told him to lower my interest rate and thanked him for letting me know.  He was confused.  I am not sure this is a telemarketer or someone phishing for credit card information.  It is either a telemarketing nuisance or criminal activity.  I asked for the name of the company and was told "Credit Card Cardmember Services."  So, it is a scam.  It is either a bait and switch by a telemarketer, or someone trying to steal credit card information.
