No one can make reports for you! This is something you have to do yourself and I have provided the links to do so.

Pushy, barely speaking English, male voice making multiple calls, threatening me that I am under criminal investigation due to IRS debt.

I clicked on but did not say anything.  After he said hello, and I didn't say anything, he said not to waste his time, he called me a [***] and a mother-f..... Numerous times, and then hung up.  Why can't these calls be stopped in this age of modern technology?

Because the majority of these calls are coming from India and Pakistan. Spoofed numbers don't help matters either.  Your best defense at the moment is a call blocking device or phone.
