Phone call, asked for me by my last name , caller only spoke Spanish, I asked her how can I help you twice and she said thank you and hung up , called back and no dial tone

Keeps calling , no voicemail left

I called back someone answered , said she is giving away opportunities to learn English and also a high school diploma , woman was very nice .
