These scammers call past 9 PM in the evening from NY. I don't know anyone who lives in NY, so naturally I do not answer. Callers beware

Just got a call from this #. It was 9:15 pm local time. I didn't pick up& no message was left. Must be 15 past midnight in da Bronx. Anybody know how to bust these folks for after hours & violation of DO NOT CALL registry rules?
