I got a call from this number at 11:05 AM EST. My caller ID says Benefits 2016. They are probably trying to sell Obama Care. I got a call yesterday showing Unknown Name Unknown Number. I answered it and the recorded message was offering insurance.

How do get these calls to stop??

send them a text message asking them to take your number out of their database, and if they call you again you will answer and charge the company $500/hr for consultation fees, rounding up after one second.  Add the line, "by calling this number again, you agree to pay my fees in full upon demand".  By calling back, they agree to your terms and obligate themselves to pay you.  I did this with other robo callers and have been successful in collecting from them.
