Its a scam agency who uses your local area code to call.
They try to trick you into thinking its actually important or someone you know.
They leave long incoherent babbling messages.
Then they call back with another spoof number and hang up when the machine picks up.
They call constantly with a new fake local number.
Do not give these people a dime, its a scam.
Hang up on them.
