Got a call at 8am today. Left a message that "we are trying to contact you regarding a complaint we have received. If we do not hear from you, we will submit your file for further review."
Uhh, yeah, and you are??? Never in the message did they say who they were or what "the complaint" was, nor did they identify me in any way. Sure smells like a scam to me. Plus they are calling from Wisconsin, and I live in Arizona, so it's certainly not a city, county, or state government issue.

And they called again today. Exact same recorded message. Still not calling them back, at least not until they identify who they are.

Phone ID: Mediation Dept. This is a Phone call about IRS filing a lawsuit

I called the number back, I guess curiosity killed the cat.  Apparently their not too worried about actually hearing from your representative or you, since their recording says.  "Sorry we're unable to take your call, leave your name and number on the recorded line."  Uh yeah, that ain't happening.  Definitely a scam, block and delete this number from your call list for sure.
