Caller used the current annoying practice of addressing the person who answers by a first name like we're all long lost buds.  Hung up immediately then asked who he was.

According to complaints about this caller, they are another "law enforcement" charity.  Law enforcement needs no charitable help. These people make over $100,000 a year and retire with $80,000 a year plus full health benefits.  Oh, and they get to wander around with a concealed weapon too.
