Just to clarify;  you are referring to the exchange code, the second three numbers, and you are absolutely correct.  193 is not a valid North American Exchange Code.  This particular scam happens to be the grant scam.  Read here:

Caller ID:  NAME NOT FOUND  Machine answered and male, thinking he had a live victim on the line, called out my name three times, then hung up after no response.  Call center background noise.
