Yes, a scam. The IRS would notify via certified mail and certainly wouldn't call with immediate lawsuit.

My caller ID said Wireless Caller. They left a recorded message saying they were the IRS, they were filing a claim against me and to get more information call that number. This is a scam to get your personal information.
