I receive the call and there is no one the line and after several seconds the line goes to busy signal.

Keep getting calls from this number and tried to block it. Vonage indicated that it can't be blocked because it is a computer generated number.

I have asked them 4 times to quit calling me. On the 4th time I called back the number and the teenage boy who answered hung up on me when I asked him to take me off the list. Then when I called back again, no one would answer

The number is most likely a spoofed one and you probably called the family it belongs to.
