I just got the same call - he left threatening messages two days in a row. I called him back and told him that I was going to have HIM arrested for harassing me and my young family. I also told him if there were a warrant out for my arrest due to taxes I'd be hearing from the IRS directly not from some guy in "Napa" or wherever he is. We'll see if he calls again ....

I received a voicemailfrom this number claiming to be Steve Martin from the US Treasury and a magistrate court.  I googled "Steve Martin US Magistrate scam" and found out this is indeed a scam going on all over and coming from different phone numbers.  I have set my voip system to send calls from this number to a system disconnected message.

This is a spoofed Number: Caution, 707-681-8454 is a "spoofed" number, which means that whoever called you "tricked" your caller ID to display an incorrect phone number. Telemarketers do this so you cannot complain directly,
