If someone doesn't answer right away when you say hello then you can be pretty sure it's a telemarketer or something like that. The calls from this number are just like all the others that somehow obtain phone numbers in your area code. These telemarketers think that if you see a local phone number on your caller ID then you're much more likely to pick up the phone and answer. If you do answer and all you hear is dead air for the first few seconds just hang up.

Brand new cell phone very few people have this #. Caller called did not leave msg. called immediately again did not leave msg. called third time did not leave msg.

The phone may be new but the number isn't.  The caller is looking for the person who had the number before you got it.

I answered with "what do you want," and a guy called me by name and asked if I'm the homeowner on ___ and gave the wrong address and I said, "no," and then I asked, "why do you keep calling me using all you other fake little numbers and he said, "we have been authorized by the government to offer homeowners low cost energy savings..."  That's when I hung up.  I have collected all of their bogus numbers and intend to report them to the Consumer Financial Protection Bureau.  They call AT LEAST 3 times a week and they're ALL idiots.

Called my disabled niece's cell phone and demanded the homeowner.  It scared her so she hung up.
