I keep getting daily calls from 707-244-1027...I've spoken with these people and have asked them to please STOP CALLING however the calls continue

Keeps calling, no msg.

Caller ID said "unknown" caller claimed to be PG&E and started asking about my bill. I asked a couple of who and why questions. He hung up.

no message left   caller id said St Helena   I will block them

WHAT TO DO: IF you don't recognize the number, DO NOT let it go to Voicemail Then they KNOW it's a live number, which is all they need to SELL your number on a list. BEST thing to do is answer any number you don't recognize and BE SILENT. Within 3 seconds, maybe 5 seconds, the robot-dial machine will read that as a dead end # and will NOT send it on for sale. If it's a person you know, they will say "hello" or you will hear background noise.
