This is a scam call.  These scammers are not on the DO NOT CALL LIST which is for legit business.  No crook is going to have their numbers blocked by the DO NOT CALL LIST.  I for one would like legit non-profits and political calls to also be blocked if one is on the DO NOT CALL LIST.  Actually, the government should make telephone, VOIP, and cell phone companies automatically block scam calls before connecting/ ringing to customers' phones.  Do not answer unknown phone calls period!  Some messages are being left that are threatening police or government intervention which is funny considering where the numbers are originating!  Most government agencies such as the IRS, US Treasury, or other government entity will contact an individual by letter.  One can also verify letter information by searching up government agency on the internet.

You are a friggin idiot.  The DNC list is paid for by and used by legitimate telemarketing organizations.  The list is not being sold.  This caller and others are using the internet to access our phones from outside the country.  They don't care about the
DNC list and are scammers that will flaunt all laws to steal.

The No-Cal list is for people who obey laws.  Scam artists, by definition, don't.  Thieves don't care if they trespass to steal.  The no-call list simply weeded out the folk who obey laws.   The one's making these scam calls are the [***] hoping we're dumb enough to fall for their BS.  They're willing to trespass to commit fraud and simply use the phone to do it.

Mostly because somebody would beat them with a bat or something if they found the courage to actually face one of their targets.
