These thieves call at different times of the day (Robo-Calling) to find out when someone is home. They then probably sell the number to telemarketers like the Credit Card interest lowering [***] that call all the time. There should be some way the FBI, FTC, etc could catch them by tracing the number. Just out of curiosity, I called the number back after deleting my caller ID and it took about four seconds to get a fast busy signal. That means the number has been hacked and is probably in the state of Crooks (Florida) or off shore where the local inept police, FBI, etc. can not reach them. It's sad that the telephone Companies cannot install software to detect such calls. I know they can but their cheap too.
