I have received 4 of these calls exactly as described over the last month. Researched it on the IRS website. It is indeed a scam. You can report it to the FTC if you want to spend the time to do so.

Caller left a voice mail stating he was from IRS and I was going to be sued today for tax evasion and that I should call them back. I know this is a [***] call, but called number anyway. Of course phone never rang on other end.

Called  left the message gentleman  with an accent that sounded like he was from India  said they were coming to get me for tax evasion.  Since when does the IRS leave you a message that they're coming to arrest you don't they just come and do it
