I get call from Abraham Shen. He IRS agent. Says I owe money on me taxes. Is this scam?

Caller ID said ABRAHAM SHEN 703-539-5780.I was busy and couldn't get to the Phone in time.They left no message on the answering machine.I called the number back and a lady said push 0 to speak with and Agent.I did several times but never got anybody.

They just called left no messag so i reported them to the do not call people
