Well I guess you haven't learned your lesson and not answer. That is what caller ID is for. The more you answer the more you encourage them.
I have good news and bad news. The good news is that the whole whistle/air horn thing will damage hearing. The bad news is that it will be your hearing that is damaged. That whistle/air horn thing is an urban myth.
Call Blocker
You need to buy a standalone call blocker, call blocking phone, use your carrier’s call blocker if they offer one, or download a free call blocking app for smart phones. For conventional cell phones, assign the number a letter like “z” and make no ring. You may also need to have your carrier increase the ring time to avoid having them leave a message on your voice mail.
