This is a "free home security system" fraud/scammer. Calls my work cell phone repeatedly, I have never answered since I don't recognize the number and they don't leave a number. Clearly a scam.
Today this number called me, I did not pick up. Two hours earlier, I received a call from 650-372-5858, which is also reported as a "free home security system" scam caller. These scum have several numbers and will not stop calling. The best thing is to never answer but block if you can or let it go to voice mail.

Called three times this afternoon (12:20,1:52 and 1:59) even after I told them I was not the "home owner" Free Home security systems (to install ONLY) at 50 a month contract. .

They've called me exactly 8 times since 7:21AM this morning. It's now 1:29PM. At what point is this illegal?

It is illegal, however, they won't and don't care and little can be done about it. You have the most power to stop it, either try blocking the number, or just ignore the phone even with an answering machine. Give it time, but your calls will gradually decrease. If you're answering their calls, they're not going to stop.
