Man from India or India accent. Threatened with US treasury fine - would not stop talking, seemed like a recording

Received a recorded call from a person with what sounded like an Indian accent.  Same threat of US Treasury action for payment of debt.  I have received this same message several times over the past couple of years. The person gave a number to call to resolve the issue, but I did not take the number down because it is easily recognizable as a scam. I do not owe the IRS any money and I know they would not phone me with a recorded message if I did.  The IRS always sends letters regarding tax matters.  I do not understand why these scammers have not been stopped after such a long time. I have not lost any money, but this is annoying and I do not like to be threatened.

If this jerk calls again ; tell him the following ... "Yes I have a case number  that you need to write down ; it's from the FBI and just give him any fours numbers with a letter "B" after it.   Give him some bogus 866 number and tell him he needs to call today before 5 or there will be a warrant for his arrest "
  I assure you he'll hang up and never bother you again

Obvious scam!! Called three times, exactly the same message each time. Same description of call as above.
