Don't pick up! They want to leave a message so you'll hear their stupid and totally fake message about an IRS claim. This AC is Palmdale, but the recorded voice is disguised to appear as a recorded computer message. I received another one of these a few hours before - completely different number but exact same message

Computer voice claiming to be from the IRS and to call to avoid arrest- FWIW- I literally (3 days ago) completed an audit with the IRS -  they do not do business this way- everything is in writing and the only way you get a live person is if you call them. And sit on hold for approx 1 hour.
