Actually, there is no such thing as a "federal payroll matter" that would involve an individual. This sounds like one of the many scams out there trying to use information gotten through supposedly legitimate locations (usually online) and then using the information to attempt extortion. Unless there is a wage garnishment through a court (and they would have to give you court documents for that) you do not have to let your company be used.
Do not let your company or your employees become involved in any way.
Just tell your staff to state that they do not take personal messages of any sort, and hang up on the caller. Any threats of reporting people to superiors or supervisors should just be met with the exact same statment over and over again.
Then, if your employee finds they are being scammed or harassed, you will not have been part of the issue. You do not need to be a weapon in an extortionist's arsenal.
