Ms. Remel  called me looking for my girl-friend, who is disabled, would not tell me the nature of the call & said to have her or her attourney contact her. I said without giving me the information to pass that I will not pass the message. My girlfriend did have a student loan that was settled by SS Admstrtn. due to her disability. They call her & me several times a day, but we won't answer when we see this #.

Actually, there is no such thing as a "federal payroll matter" that would involve an individual.  This sounds like one of the many scams out there trying to use information gotten through supposedly legitimate locations (usually online)  and then using the information to attempt extortion.  Unless there is a wage garnishment through a court (and they would have to give you court documents for that)  you do not have to let your company be used.  
Do not let your company or your employees become involved in any way.  
Just tell your staff to state that they do not take personal messages of any sort, and hang up on the caller.  Any threats of reporting people to superiors or supervisors should just be met with the exact same statment over and over again.  
Then, if your employee finds they are being scammed or harassed, you will not have been part of the issue.  You do not need to be a weapon in an extortionist's arsenal.

May I suggest the air horn cure?  Should only take once or twice.  I just tell these losers (if I accidently pick up, since I don't usually answer calls I don't recognize) that I don't accept anonymous calls on my phone, and that when they are prepared to identify themselves by name and company, then I will ask the wife or decide myself  if we want to talk to them, then hang up.

Scammers; as soon as they say to have the person or their attorney call, it's pretty much all for extortion on a supposed loan that was never paid (since it was never given).  There are thousands of these losers out there that get information through legit and not so legit sources and then try to use the info to get money through threats, embarassment and intimidation.  This stuff is on the FBI website as well as many complaint boards like this one.  Just hang up on them if they start calling from another number; the second "attorney" comes into it, you can bet that it's a scam.  These foreign losers give themselves away so often because they get their knowledge of US legal matters from the TV shows they watch.  They learn one legal word and then go to town with it.
