They just called me and it's a "spoofed" number:  it came up on my caller ID as "Mike Gabriel" and when I answered I heard the tell-tale silence then the "click" and background noise when the telemarketer came on (he had a terrible "blaccent").   He asked for me by my first name, and then asked if I had received the letter recently about utility rate changes.  I knew I was about to hear some spiel on solar energy or some other garbage so I interrupted him to tell him not to ever call me again.
