This is an autobot  phone dialer. Reason I know this I used to be a telemarketer. Yes I'm one of the people you hate, however this machine calls people and if the answer or if I get a machine they know the numbers active.

They just called, and with a number ending in 9999 I know it's going to be some sort of commercial call. I don't answer these.
