Left a message saying "IRS is filing a lawsuit against you. To get more information about this case, please call immediately on our department number..." The call showed up as coming from Westminster, CA. My best guess is this is spam. My number is on the do not call list.

Callers are hard core Indian and Pakistani scammer/extortionists who ignore all US laws.  Invest in a call blocker and DO NOT pick up on call numbers you do not recognize.  This is the"IRS" scam and has been around for years.

Called my 8 year old daughter's cell phone with a robot generated message about IRS lawsuit.  So sick of all of these scam calls and even more sick of them calling my kids' phone numbers!!!
