No message left;  call it back and it takes you to the automated removal line for the WCA Offer Clearing House.

Called the number back because they didn't leave a message, young female's voice comes on that says your number has been removed, please allow 48 hours.

These "automated removal" calls are a scam.  Don't call them back.  If you answer a call from this number, act like YOU called THEM when a person gets on the line and insist that you were holding for "George" (or any other name you like).  Argue that you spoke with him before and you were just returning his call.  This wastes their time and its kinda fun turning the tables on these annoying callers.
