Do Not Call list apparently not working.....

I am curious and just have to ask. What does the Do Not Call list have to do with your caller ID display???

Called, didn't leave a message, but I suspect it is a fund raising effort or networking effort related to the recent layoffs at Target.
Google Search revealed that it was a call from St. Thomas.
