Actually my blackberry perl has Emergency Call option if it is locked. so in my pocket, it was locked and due to movement in my pocket it called Emergency call. So, i guess it dialed 911. So, i received a call from this number saying "is there any emergency? are you safe?" so i guess it is not someone else but 911.

Got a call to my cell phone from this number.  I could't answer it but called back, as it's a local number and a l have subcontractors in the area.  No one answers.  I did a Google search on the number and is seems to be owned by someone who does maintenance on EV changing stations in Palo Alto.  Could be stale info or a typo....
