This has all the red-flags of a scam. The extra changes add up, and up. In some cases, you are told a story about how the puppy got mishandled in transit, and needs emergency vet care - RIGHT NOW! Opps. The poor thing just died, no puppy for you, they will hold your "Deposit" and call you (never) when the next puppy is ready to be sent.
At text message from a stranger is not the way to go about find your puppy. Nor is Craig's List. CL is full of pet scams. The only good thing is there are no pets involved. The scams are all about teasing, baiting and switching. Bye-Bye $$.
Please, do not get involved with this scam. Don't buy a pet that you can't meet. The best way to find a specific breed is to contact that breed's organization or the AKA to get a referral. Google English Bulldog Breed Organizations and English Bulldog Breed Fanciers for a start. What is nice is that sometimes they have rescue dogs, maybe not a puppy, but often dogs that are in foster homes since an owner may have moved or died or something.
Getting a healthy English Bulldog, and one that does not have deficiencies in breeding is important. The breed is prone to nose, mouth and airway problems, along with heart issues. Also hip and leg issues due to breeding for the squat bow-legged look, and too many years going for the flat face and the wrong body type. Avoid Boxers for the same reasons.
It is important that you educate yourself and get to know breeders. The breed is problematic when it comes to health. Ask your vet, they can tell you and maybe even help you become knowledgeable. A well-breed dog will not be cheap. But it is much less $ in the long run than paying for vet care for years and years.
Maybe you know all this, but I think you might be new to the Pure-Bred dog world, so I am telling flat out truth based on working with and around sporting and non-sporting breeds for 35 years. This should not be an impulse purchase, esp with a breed that has heath issues. It is a wonderful breed, I like the dogs, but the heath care can be expensive, and a real heart breaker at times. Good Luck, talk to people and get to know the dogs and breeders and keep an open mind for other breeds.
