Most likely that family member clicked on a link that installed something on his phone that stole the contact list or an app is doing it.  They self propagate that way, and they also get better ratings because of all the inadvertent downloads.

received a text message saying a family member invites me to Tango with a link to a web page. I did not click on the link in the text. called the family member waiting to hear from them. What the hell is this.

I received the same type of text message, but I did not know the person they referenced, nor were they in my contacts.  I did not click the link.
