Recruiting agencies ask for SSN just to check if you have ever worked with a particular client recruiter is recruiting for. If you have worked wit that client then "are you eligible for re-hire?". even if you never worked with that particular client still SSN is needed as exp part from resume can be removed. Not all clients needs SSN. Some of them need last 4 digits of SSN. some of them need full SSN. And your SSN is fully safe and confidential. It is put in a confidential database as soon as recruiters receive it. Only hiring manager can access it. No one else can access it.
