This is a ...what to call it...? A calling pool? Companies pay them to make the calls, but the caller doesn't work for the company they're shilling for. They make the contact, then give the actual business' information.

In our case, 636-549-4106 showed in our caller ID, but the caller was shilling for Isuzu trucks (fleet). The number she gave was our local area code (which isn't 636 by a long shot). So it's not specifically Isuzu, but Isuzu happened to pay these people to make calls for them.
